Physicians’ Personal Information Tracked by Medical Communication Companies, Study Finds President Obama signed into law the Protecting Access to Medicare Act of 2014 (HR 4302), with a provision that delays the implementation of ICD-10 coding from October 1, 2014 to no sooner than October 1, 2015. The impacts on Minnesota health care “e-billing” requirements being evaluated.

  • The Minnesota Department of Health (MDH) administers Minnesota Statutes, section 62J.536 and related rules requiring the standard, electronic exchange of health care business transactions.  The state’s mandates build upon related federal requirements, including requirements for ICD-10 coding.
  • In October 2013, MDH published a bulletin to comply with federal deadlines for ICD-10 that were current at the time, stating that ICD-10 coding must be used for health care dates of service on or after October 1, 2014.
  • However, yesterday (April 1, 2014) President Obama signed into law the Protecting Access to Medicare Act of 2014 (HR 4302), with a provision that delays the implementation of ICD-10 coding from October 1, 2014 to no sooner than October 1, 2015.
  • In view of the recent enactment of HR 4302 into law, additional guidance is needed at this time from the federal Centers for Medicare & Medicaid Services (CMS) regarding a new ICD-10 implementation date and other guidance for implementing ICD-10.
  • MDH will continue to closely monitor the situation, and to coordinate with CMS for any possible updates to the instructions in our October 2013 bulletin.
